At its June 7 meeting, the Penn‑Harris‑Madison Board of School Trustees voted to award three capital improvement projects totaling $245,954 and adopted a package of resolutions to authorize lease financing and related steps for 2026 construction projects.
Chief Operating Officer Dr. Sean Gallagher asked the board to approve awards for three recommended projects with a combined cost of $245,954: drainage improvements at Elm and Moran Elementary Schools (exterior concrete stairs remediation and two new dry wells at Moran) and replacement of a pool balcony guardrail at Penn High School to address a safety concern in the viewing area. Gallagher said the guardrail work used a prime contractor (Gibson Lewis), which solicited subcontractor quotes and provided the lowest aggregate quote for that scope.
Board member questions focused on the bidding process and where the projects come from in the district’s master capital plan. Gallagher said all three projects come from the 2026 master capital improvement plan and that professional service partner payments have begun while most project payments are just starting.
President Riley moved approval of the slate and the motion carried by a vote of 4 to 0.
Following that vote, the board opened and closed a public hearing on the 2026 lease financing with no public speakers and then adopted three related resolutions, each by a 4–0 vote: Exhibit A (resolution authorizing execution of the lease agreement), Exhibit B (resolution assigning bids and contracts), and Exhibit C (resolution approving the 15th supplement to the master continuing disclosure undertaking and issuance of bonds).
The board was asked to note that some contractor solicitations produced a single formal quote for a given project and that Gallagher will provide further detail, including a tally of spending against the district’s capital plan, on request. No member of the public addressed the hearing on lease financing.
