Representative Robert Thomas briefly presented House Bill 988 (LC 560086s), a bill that would require an audit of Georgia state technology systems including named systems and vendors, descriptions of capabilities and whether an impact assessment occurred prior to implementation. The draft also authorizes the Georgia Technology Authority to adopt policies and procedures concerning artificial intelligence and directs issuance of a public report.
Representative Kendrick asked whether the audit report would be automatically furnished to legislators; legislative counsel explained the report would be publicly available but not automatically emailed to the committee, requiring an extra step to obtain a copy. Several committee members asked that agencies provide reports via email rather than paper.
Cameron Fashion of the Georgia Technology Authority told the committee GTA has capacity to review AI tools to guard against discriminatory outcomes and noted GTA adopted an enterprise AI responsible-use policy in October and published a responsible-use standard in December that requires agencies to submit a business case for AI-enabled procurements.
After brief discussion, the committee moved and seconded a motion and voted by voice to table HB 988 for further work. The chair said the committee would ask staff and legislative counsel to clarify distribution practices for reports and to continue coordination with GTA before returning the bill for further consideration.
