The Henry County Commission voted May 26 to approve a broad package of budget amendments and fund-balance changes affecting multiple county funds and school accounts.
The most significant move was approval of Resolution 3-5-26, which transfers $7,808,300 out of a general "Building Construction" account into a newly itemized "New Building Construction" line to isolate bond proceeds for construction of a new government building. The transfer was presented as an administrative reclassification; the motion to approve was made by Commissioner Missy Hamilton and seconded by Commissioner Charles Elizondo. The motion carried by recorded vote (14 yes, 1 no).
The commission also approved intra‑fund transfers across several departments under Resolution 1-5-26, including salary-line corrections for the trustee's office and equipment and furniture purchases requested by judges and clerks. Resolution 1a-5-26 added $86,037.01 in other charges and increased certain contribution and "other" revenue accounts. Votes for those measures were recorded in the meeting minutes and carried as shown on the record.
School-related budget changes under Resolution 2-5-26 adjusted insurance-recovery lines and moved funds in the cafeteria (Fund 143) to cover a bookkeeper and medical insurance increases. Commissioners recorded the motion and held a single vote approving the school-fund amendments.
The commission also approved amendments to estimated beginning fund balances for the General Fund ($7,991,923), Solid Waste Fund ($915,051), Drug Fund ($159,008), Debt Service Fund ($6,147,450) and Highway Fund ($7,521,614) under a multi-resolution motion. That package was approved on a roll call vote.
Votes at a glance - RESOLUTION 1-5-26 (General Fund transfers): Approved (recorded 14–1) - RESOLUTION 1a-5-26 (additional revenue/other charges): Approved (voice vote) - RESOLUTION 2-5-26 (School Fund transfers): Approved (voice vote) - RESOLUTION 3-5-26 (Other Capital Projects; new building construction line): Approved (recorded) - RESOLUTIONS 4–8-5-26 (beginning fund balance amendments): Approved (roll call)
Leases and procurement The commission approved a 60-month lease (Resolution 10-5-26) between the Chancery/Probate office and Konica Minolta Business Solutions for a Bizhub copier beginning July 1, 2026. The meeting packet included a cost comparison and the Konica proposal, which county staff recommended as the lowest-cost option. Commissioners approved the lease by motion.
Why it matters The reclassification of bond proceeds into a dedicated construction line signals the county's near-term focus on a new government building and clarifies capital accounting for the project. The amendment package also adjusted operational and program budgets across courts and juvenile services; several transfers were explained in written requests in the meeting packet.
What’s next The county has set the new construction line item; procurement and contracting steps for the building — and related budget reporting — will follow in committee and future commission meetings.
