Citizen concerns and legal standards: Carrie Alms, a longtime Open Meetings Act advocate, told the board that agendas must be posted online continuously for the full 48‑hour period before a meeting and that the budget materials must be available for public inspection 30 days before adoption, and she said the notices for the June 8 meeting and June 22 hearing did not appear on the district's public listing.
"The agendas must be posted online continuously for the full 48 hour period preceding the meeting," Alms said. She added that a legal notice and timely agenda posting are required by state rules and that actions taken without the required notice could be vulnerable to review by the Illinois attorney general.
Another speaker, Andy Diaz, said the budget materials were not published on the school board website and that canceling the earlier meeting did not automatically transfer the public notice to a later date. "This was never published, neither on the school board website," Diaz said.
Board response and action: Administration and board members acknowledged a transition in finance staffing and said they would republish notices and work with the Illinois State Board of Education on timing and possible submission extensions. The board voted unanimously (7–0) to table (postpone) the budget resolution and to seek written confirmation from the state where necessary.
