Highlands council adopts three ordinances, passes consent agenda including grant and contract authorizations

The Borough of Highlands Mayor and Council on June 17 adopted three municipal ordinances on second and final reading and approved a consent agenda of resolutions covering grant submissions, contract awards and license renewals.
Ordinances adopted: - O-26-14: Amends Chapter 2 (administration) regarding appointment of superintendent of public works; adopted on second and final reading. - O-26-15: Designates restricted parking in front of residences occupied by persons with disabilities; adopted on second and final reading. - O-26-16: Adds borough code section on restricted parking for persons with disabilities; adopted on second and final reading.
Consent-agenda resolutions read into the record included multiple grant-application authorizations with the New Jersey Department of Transportation (Route 36 Waterwoods Avenue pedestrian improvements; North Street and Shore Drive improvements; Route 36 Community Overpass project), authorizations to pursue Monmouth County open-space and community-development grant applications, authorization for payment of bills, a shared-services agreement with the Monmouth County Sheriff’s Office communications division, Highlands First Aid Squad membership approval, and authorization to award a professional-services contract for the South Peak drainage improvement project.
Council offered, seconded and approved the listed consent resolutions during the meeting. One councilor asked whether the South Peak drainage resolution includes burying a pipe; the response from staff was that that detail will be addressed as part of the project scope and follow-up investigations; residents were told the matter will be part of the South Peak drainage project and could be discussed further with staff and the code-enforcement office.
The council also approved routine liquor-license renewals for the 2026–2027 term (R26-147 and R26-149) as part of the resolutions processed that evening.
