Tyrone awards $2.78 million contract for Lake Pendleton Dam upgrades; total project near $3.1M

The Tyrone Town Council approved awarding the 2025 Category 1 upgrades for Lake Pendleton Dam (project PW2021‑05) to Piedmont Paving Incorporated for the low responsive bid of $2,775,624.
Staff (speaker 9) said Lake Pendleton Dam is state‑regulated and was designated a Category 1 dam; bids were opened on Aug. 20, 2025, and Piedmont Paving submitted the low responsive bid. The project was originally estimated at about $2,410,000; due to rising construction costs staff requested a GEMA grant increase to cover the higher construction total. Staff advised the council to move forward because the current grant expires Oct. 1, 2026.
Council members asked whether the $2,775,624 covers the entire project. Staff and another town staffer explained that the construction contract covers construction work only; nonconstruction costs (engineering, surveying, geotechnical work, wetland mitigation and grant‑writing expenses) raise the project total to approximately $3.1 million, with roughly $407,000 in nonconstruction costs. Staff said any costs above the grant award would have to come from the general fund (Fund 100‑454‑1417).
A council member (speaker 5) moved to award the contract to Piedmont Paving; the motion was seconded and the council approved the award.
