Council approves $298,225 contract to replace Shamrock Lake dam outlet pipe

Tyrone's council voted to award the Shamrock Lake dam outlet pipe replacement (project PW202411) to Limitless Concrete for $298,225 after a staff presentation explaining the need to reduce scouring at the back of the dam.
Scott Langford of Public Works described the work: two 36-inch pipes will be added under the path and combined into a 48-inch run that will discharge behind the dam, with riprap protection for the upper ditch. Scott said nine bids were received and the low bidder was Limitless Concrete at $298,225; he noted that the presented amount covers construction only and that engineering is a separate contract.
Council members asked about plans and tree removal; staff said plans exist and that up to five trees might be removed but that disturbance will be minimized. Funding for this work will come from the general fund and SPLOST account numbers referenced by staff; Scott said the bid is within the FY26 budget.
A council member moved to award the contract and another council member seconded. Council approved the award by voice vote.
Next steps: staff will coordinate construction scheduling, any necessary temporary lake drawdown and public notifications for path closures during work under the path.
