Code‑enforcement officer says Waltz property owners submitted application after construction began

Council discussed a code‑enforcement incident at the Waltz property south of town after staff observed framing and active work without prior contact with the town.

Rick Piper (speaker 7), the town’s code enforcement contact, said he visited the site, spoke to a tenant, and later met a partner, Alan Small, who “came up and got the paperwork” and the application. Piper told the council that the owners said they intended to comply with permit requirements; he noted the structure appeared to be a large pole barn or chicken coop with multiple bays.

Council members and Piper discussed whether the property is part of a subdivision listing and whether owners planned development beyond the barn; Piper said he would follow up with the attorney to confirm enforcement options and next steps. The chair recommended getting written documentation on file so the town has a record in case work proceeds without appropriate permits.

Council did not take a formal enforcement vote at the meeting; staff said they would pursue follow‑up with the property owners and, if necessary, consult the town attorney on enforcement procedure.
