Shrewsbury aldermen unanimously approve ordinances on inmate housing, pay and stormwater grants

The Shrewsbury Board of Aldermen voted unanimously Feb. 24 to approve several ordinances covering inmate housing, elected‑official compensation, fire training participation and a municipal stormwater grant.
Alderman Ben Stark sponsored Bill No. 4069, authorizing the mayor to execute an amendment to the city’s contract with St. Louis County for housing municipal inmates. The board approved the second reading and then gave final passage; motions for readings and final passage were moved and seconded as recorded and each vote was unanimous.
Alderman John Odenwald sponsored Bill No. 4070, relating to compensation for designated elective officials. The aldermen approved the ordinance on second reading and adopted it on final passage by unanimous vote.
Alderman Beth Parker sponsored Bill No. 4071 to authorize participation with the Central Core Fire Training Commission; the board carried the second reading and final passage unanimously.
Alderperson Bette Welch sponsored Bill No. 4076, authorizing a contract with the Metropolitan St. Louis Sewer District related to a municipal stormwater grant. The council carried the first reading, the second reading and final passage in the same meeting, with unanimous votes recorded for each motion.
Several infrastructure measures were introduced on first reading and passed to future consideration: Bill No. 4073 would amend a special‑use permit for a restaurant at 7401 Watson Road (Kenrick PM, LLC); Bill No. 4074 would authorize an agreement with Enterprise Sewer & Drain Inc. for Shrewsbury City Center stormwater improvements; and Bill No. 4075 would authorize an agreement with Jokerst Paving & Contracting Inc. for Weil Avenue improvements. All three first readings passed unanimously and will return for further consideration.
Finance Director Amanda Guntrum presented the monthly financial report for the period ending Jan. 31, 2026. She said the General Fund is trending strong while year‑end 2025 figures are being finalized. The Capital Improvement Fund is operating at a cash deficit; staff have reduced non‑essential capital spending to restore a positive balance. The Parks/Stormwater Fund showed slightly higher revenues and lower expenditures, with project timing expected to cause future fluctuations. City Administrator Dustin Ziebold added that staff are actively monitoring Walmart TIF and PILOT payments under the city’s redevelopment agreements.
All roll‑call motions related to the ordinances were carried by unanimous voice vote. The board did not record any opposing or abstaining votes in the minutes and no amendments were adopted during the meeting.
The board will consider the first‑reading items at future meetings where staff will provide further detail and any proposed amendments.
