Wilson outlined milestones the committee recommends: assemble prior-year updates by April 1, hold a first CIP meeting by May 1, produce a first draft by July 1, engage the select board in late summer, and hold public hearings in October and a second session in November (with final edits to the SelectBoard by December). He said other towns publish a handbook document alongside the spreadsheet used for internal tracking and that public hearings give residents meaningful early input before the warrant goes to the town meeting.
Members discussed adding the wastewater-treatment-plant project to the CIP, clarifying funding sources, and coordinating with the select board earlier to reduce last-minute changes. The board agreed to prepare draft forms for department heads and to consider a public-engagement plan that includes the recreation department and other local postings.
