Fiscal Court authorizes airport layout-plan grant applications, approves $20,000 Highland Creek conservation funding

Airport Manager Emily Herron told the court that updating the Airport Layout Plan is a design-only project needed to qualify for FAA grant funding and to map anticipated facilities for the next 10–20 years. Herron outlined two federal grants: $150,000 from the Infrastructure Investment and Jobs Act (IIJA) and $92,643 from the Airport Improvement Program (AIP); both grants require a 5 percent local match, with the City and County each funding 1.25 percent and the Kentucky Department of Aviation funding 2.5 percent. The court read the joint resolutions and authorized County Judge/Executive Brad Schneider to sign the grant documents; motions to authorize execution passed by voice vote with all present voting in favor.
Separately, the court considered Resolution #26-19, a $20,000 grant agreement between the Fiscal Court and the Highland Creek Watershed for conservation and ditch maintenance. Magistrate Southard abstained from voting because much of Highland Creek is in his district; Magistrate Berry moved to approve and the motion carried with the other four magistrates voting in favor.
The authorizations allow airport staff to proceed with grant applications and obligate the county to its share of the required matches if the grants are awarded. The Highland Creek funding is intended to support watershed conservation activities as described in the agreement read into the record.
