Residents and local leaders press Montgomery County officials for answers after custody death

Several residents used the public‑comment period at the Montgomery County Commission’s July 6 informal meeting to demand answers and accountability after the custody death of Darius Chapel.

Rachel Cisco, who identified herself as chair of the Montgomery County Democratic Party Black Caucus, told commissioners, “The death of Darius Chapel will not be swept under the rug,” and warned elected officials they are “on the clock.” Tiffany Perkins, founder of Black Clarksville, summarized reported events she said occurred during an arrest on June 29 and said, “No one should enter a jail cell and leave in a body bag.” Aura Dorsey also pressed for a formal policy guaranteeing attendees will not be coerced into participating in opening prayers or the pledge.

Commissioners acknowledged the community’s anger but emphasized the need to respect active investigations. Commissioner Leverett called for a moment of silence and said the commission has a duty “to exercise thoughtful legislative oversight by asking difficult questions, reviewing policies, evaluating training and procedures and determining whether there are any changes necessary to strengthen the accountability.”

The chair of the jail and juvenile committee said he has made the matter a priority and will pursue answers: “I have already made it a priority to get to the bottom of what happened and ask the right questions so that we can get those answers,” he said.

No formal actions or votes were taken during the meeting on oversight measures; commissioners said they would allow investigative agencies to complete their work before determining next steps. The meeting concluded with the mayor adjourning the session.
