Henderson County Water District: 40% of meters likely need replacing; $2 million estimate

Superintendent Mark Julian of the Henderson County Water District told the Fiscal Court on June 23 that aging infrastructure and meter failures have produced significant losses and require a multi-year replacement strategy. Julian said the district purchased 41,000,000 gallons of water and sold 30,000,000 gallons, and estimated that about 40 percent of all water meters will need to be changed over the next 10 years to reduce loss.
Julian said the district has completed flow metering—an effort the county helped fund—and that the remaining major task is changing out the older meters. He estimated the cost for the remaining meter replacements at about $2,000,000 and said the district intends to pursue grants to cover some or all of that expense. He also said that coordination with ongoing gas-line work in the Geneva area provides an opportunity for joint GIS mapping and more efficient infrastructure work.
Julian characterized the fiscal court's prior funding as a beneficial start that helped the district to “get back on track” and positioned it to pursue additional funding sources. He recommended phasing improvements over the next five to 15 years to manage costs and disruption.
