Elkton board approves public works agreement and two resolutions, then moves to closed session

Town Administrator Lewis H. George presented a Public Works Agreement for Summit at Walnut Hill, Section 2, and the board approved the agreement unanimously on a motion by Commissioner Robert M. Massimiano and seconded by Commissioner Jean A. Broomell.

George then presented Resolution R4-2026 concerning General Fund to Sewer Fund loan forgiveness; the board adopted the resolution on a motion by Commissioner Charles H. Givens, Sr., seconded by Commissioner Earl M. Piner, Sr., with unanimous approval. George also presented Resolution R5-2026 to support the Maryland House of Delegates' HB1142, which would establish a task force to modernize county and municipal revenue sources; the board approved R5-2026 on a motion by Commissioner Massimiano, seconded by Commissioner Broomell.

Mayor Alt announced the resignation of Samuel Goldwater from the Board of Zoning Appeals and said the board expects to identify a successor in the next meeting or two. He also reported touring the Water Treatment Plant with Inframark representatives and Boy Scout Sean Lentz, explaining that UV treatment deactivates cryptosporidium and that the plant is designed to shut down automatically if turbidity exceeds allowable thresholds. Later in the meeting Mayor Alt asked Public Works to inspect John Adams Street for repaving opportunities and to consider whether the town should competitively bid pest control services.

Before adjourning the public meeting, Mayor Alt requested a closed meeting under State Government General Provisions Article §3-305(b)(1) to discuss personnel matters; Commissioner Charles H. Givens, Sr. moved to close the meeting, Commissioner Massimiano seconded, and the motion passed unanimously. The mayor announced the public meeting would not reconvene and adjourned at 7:06 p.m.
