Engineer Joseph Marvasi presented a concept major site plan to rebuild a two‑story structure at 144 West Main Street with a commercial storefront on the first floor and two apartments above. Marvasi said the building will be constructed largely within the footprint of a prior fire-damaged structure and that parking would be accessed from Water Street on the east side of the market.
Marvasi said the project team worked with the town to provide required parking off Main Street and requested relief from standard on-site ADA access because of a steep grade between Main Street and the parking area. "There is a significant grade between the height of the building and the parking area," Marvasi said, describing roughly a 20‑foot elevation at Main Street and a 14–15 foot differential to the parking lot that makes a compliant ramp impractical. He referenced an ADA exception in the International Building Code and said the team is open to recommendations from the Planning Department and building code official.
Director Jeanne Minner noted regulatory steps: the proposal is an infill rebuild that will require Critical Area Commission review, stormwater and sediment-control plans, and potentially a joint permit if construction impacts the 100‑year flood plain. KCI and town engineering comments on diversion, sediment control and stormwater were addressed in the review packet and must be resolved as part of final site plan review.
Commissioner William Mueller moved to approve the concept major site plan and the requested ADA waiver, contingent upon addressing outstanding comments; Commissioner Edward Ginder seconded and the motion passed unanimously as recorded.
Next steps: applicant to resolve KCI and engineering comments, secure any Critical Area and floodplain permits, and proceed to final site-plan review and building permits.
