Elkton approves three annexation resolutions for parcels on Belle Hill Road and nearby addresses

The Town of Elkton on April 15 approved three annexation resolutions following a public hearing in which no members of the public spoke.
Mayor Robert J. Alt opened a public hearing on Annexation Resolutions A1-2026 (PECO Energy Company, Parcel 0772, Tax Map 027B, Belle Hill Road), A2-2026 (Parcel 1130, Tax Map 027B, 100 Belle Hill Road) and A3-2026 (Parcel 0808, Tax Map 027B, 17 Swallow Drive). Director of Planning Jeanne Minner told the Board that the Planning Commission has requested Cecil County waive the current zoning classification and allow a C-3 zoning designation for all three annexation requests. Minner said the Cecil County hearing is scheduled for April 21 and a county vote is scheduled for May 5, 2026.
Each annexation resolution was approved by the Town Board. Annexation Resolution A1-2026 was moved by Commissioner Earl M. Piner Sr. and seconded by Commissioner Robert M. Massimiano. Annexation Resolution A2-2026 was moved by Commissioner Charles H. Givens Sr. and seconded by Commissioner Jean A. Broomell. Annexation Resolution A3-2026 was moved by Commissioner Charles H. Givens Sr. and seconded by Commissioner Robert M. Massimiano. All three motions were "approved by all present," according to the meeting minutes.
The approvals were procedural on the town level; Minner noted the Planning Commission’s request and the county schedule for further zoning consideration. No additional conditions or council amendments to the resolutions were recorded in the minutes.
The Board took no other land-use votes at the meeting.
