Elkton board adopts code penalty change, updates building fees and approves event waiver, appointment

The Mayor and Commissioners of the Town of Elkton took several administrative and policy actions March 4, adopting an ordinance to change penalty provisions, updating the building fee schedule, approving an alcohol beverage restriction waiver for an American Legion event, and confirming an appointment to the Historic District Commission.
Town Administrator Lewis H. George, Jr. presented Ordinance 1‑2026, which updates the Town Code to permit certain violations to be classified either as a civil infraction or as a misdemeanor, giving the town greater flexibility in applying penalties. Commissioner Robert M. Massimiano moved to adopt Ordinance 1‑2026; Commissioner Earl M. Piner, Sr. seconded the motion, and it was approved by all present.
Mr. George also presented Resolution R3‑2026 to update the Building Fee Schedule. The resolution adds townhouses to the Town Engineer’s Lines, Grades and As-built Review and reclassifies finished office or bathroom space – medical under Building rather than Renovation. Commissioner Charles H. Givens, Sr. moved approval; Commissioner Jean A. Broomell seconded the motion and the resolution passed unanimously.
Separately, Mr. George presented an Alcohol Beverage Restriction Waiver Request from the American Legion for a car, truck and motorcycle show scheduled Aug. 22, 2026; Commissioner Earl M. Piner, Sr. moved approval, Commissioner Givens seconded, and the waiver was approved by all present.
Mayor Alt appointed John E. Dixon, III to the Historic District Commission for a term running March 4, 2026–March 4, 2029; the board approved the appointment on a motion by Commissioner Givens, seconded by Commissioner Massimiano.
The board also approved routine items including the minutes of the Feb. 18, 2026 meeting and the Financial Report and bills submitted for payment. The meeting concluded after announcements regarding community events and recognition of local achievements.
