Fort Bridal council reviews projects, grants and county ordinance; moves to continue lease discussions after executive session

Town staff briefed the Fort Bridal council on a wide range of projects and policy items during the March 4 council workshop, and the council later moved into executive session to discuss potential contractual matters regarding property.
Staff updates and schedule highlights included: a permitted speed reduction for Drayton and Battery Park Road with an engineer meeting scheduled the next day; a stormwater "skip" project between Paris Avenue and Madrid (9th–11th Streets) with the contractor mobilized and final completion tied to a grant requirement on May 20; Paris Avenue Streetscape contract executed with an estimated Sept. 3, 2026 completion; a Marsh View Park Phase I environmental assessment required by CDBG; construction scheduling for a splash pad and pool with a March–April start and June 2026 target completion; and outreach for a Ritter Circle/Spanish Moss Trail connection pending contractor cost estimates.
Staff also reported on grant challenges: a VA enhancement sewer grant for Rebow Road was not submitted because the required military installation letter of support was not obtained; staff said they will pursue appropriate endorsements and resubmit in the fall. Finance staff reported that tax collections, based on county-provided millage values, are significantly lower than anticipated and staff are coordinating with Beaufort County to determine the cause.
On regulatory coordination, council discussed a county plastic-bag ordinance under review; a town representative said one proposed provision would delay enforceability until participating municipalities also adopt the measure and noted an eight-month business transition period after adoption. "One of the provisions... is that it would not become enforceable until all of the participating municipalities also adopt the ordinance," a council member said.
Finally, the council voted to enter executive session for "potential contractual matters regarding property." After returning from executive session, the council voted to direct town staff to continue discussions on potential lease properties within the town. The chair then adjourned the meeting.
What’s next: Several items — including the Paris Avenue Streetscape and the two ordinances discussed in the public hearing — are scheduled for further action at the March 11 council meeting. The town will continue coordinating with Beaufort County on millage and collections and will pursue the military letter of support needed for the VA enhancement grant resubmission.
