A committee member told the board the recommendation to accept Smith Floor Covering's bid was necessary because a prior, larger Woodland project had exceeded the district's business limits and therefore required bids even for smaller follow-up jobs. The committee member said, "The reason we're having to bid this and be $11,000 is because we had that big job at Woodland that goes way over the the business limits." The Chair then called for a motion; the board moved, seconded and approved the award.
