Lorain County commissioners adopt Curtis Ditch drainage project, no special assessments to be levied

The Lorain County commissioners voted on July 7 to adopt a drainage-district plan to restore Curtis Ditch in Penfield Township, approving a project the county said will remove excess sediment, repair failing culverts and reestablish drainage over an estimated 3,800 linear feet.
The motion said the project is necessary for the preservation and promotion of public health, welfare and property and declared that special assessments will not be levied to pay any portion of the work. The board recorded unanimous affirmative votes to adopt the plan and then adjourned the hearing.
The restoration includes clearing trees and brush within the maintenance easement, reestablishing the flow line, repairing or replacing failed culvert pipes and restoring side slopes. Staff told the board the work will improve drainage for eight residential septic systems, reduce persistent wet conditions at headwater properties and improve drainage for adjacent farm fields along Peck Wadsworth Road and State Route 301.
An engineer's-office representative told the board the county engineer had reviewed the proposed facilities and found "no adverse effect on the roads, culverts, bridges, or existing maintenance within the county," consistent with the county's review under the cited state drainage statute.
A representative of the Lorain County Stormwater Management District told the board the district has funding to "fully fund this project without any assessments," said the district had recently secured a final easement after extended negotiations and described the Curtis Ditch work as completing a phase of a larger restoration effort.
Resident Dean Bridal testified during public comment that "the water that is in the back of my property just does not drain," that he had lost trees and that his septic tank discharges into the ditch; he said he was looking forward to the repairs.
The board adopted the motion to establish the drainage district and approve the Curtis Ditch project after a recorded roll-call vote in which each commissioner answered "Aye." The meeting was then adjourned.
