Black Earth board approves annexation, routine licenses and EMS land purchase funding

The Village of Black Earth Board on June 2 approved a slate of routine licenses and municipal actions, adopted an annexation ordinance and approved funding for a Dane County EMS land purchase.
The board unanimously adopted Ordinance 2026-01 to annex three village-owned parcels after a motion by Mitch Hodson, seconded by Dylan Helmenstine. The board also approved multiple retailer and operator licenses: renewals for Black Earth Lanes and Pounds LBS LLC (The Shack), a new Class B license for Orphic Garden (applicant Kristen Evans present to discuss a tentative opening date and property boundaries), and Class A renewals for Black Earth BP, Inc. and Kwik Trip, Inc. Motions to approve the licenses were made by board members as recorded and carried by unanimous vote.
Other approvals included a bundle of operator license renewals and new operator licenses; a temporary Class B sellers permit for BEvents, LLC (for Concerts in the Park and Black Earth Field Days); adoption of Resolution #2026-03 (2025 Annual Compliance Maintenance) after Public Works Director Matt Kahl explained the report; and approval of Resolution #2026-04 to provide funding for a Dane County District #1 EMS Board land purchase (parcel identifier listed on the agenda). The board also approved the contractor final pay request for R&T Voegeli on the Black Earth Creek Park project and authorized payment of presented invoices.
The board considered a fireworks display and sales permit submitted by Pedro Perez of Eye Candy Pyro of Dodgeville, WI but did not act because the application materials were incomplete; no permit was issued.
