Council approves $159,000 ISG agreement for 7th Avenue SE development Phase I

The Lamar City Council on July 7 approved an agreement with ISG for preliminary and final engineering design and construction administration services for the 7th Avenue Southeast Development Phase I.
A council member moved to approve the ISG agreement for $159,000; the motion was seconded and carried. According to staff, Phase I covers roughly 16 acres at the south end of land the city purchased from Lundy and is proposed for designation as an urban renewal area that would make portions of the project eligible for TIF reimbursement.
ISG representative Ari Hoekser told council the design work focuses on infrastructure: a large detention basin to manage stormwater across roughly 100 acres, sanitary‑sewer work and a lift station replacement that will support development from south to north. Hoekser said the lift station design will allow removal of an existing, aging lift station adjacent to 7th Avenue and support both the Harvest Ridge area and other private developments.
Staff said the first phase may yield about 34 lots; final lot counts and design details will be determined as projects progress. The council approved the professional‑services agreement to move design work forward.
