Youngstown council approves series of purchase orders, contracts and discretionary expenditures

Youngstown City Council on Dec. 3 approved a broad set of ordinances authorizing purchases, payments and project funding and used motions to suspend the rules so many measures could be voted on the same night.
The council voted to approve blanket purchase orders and single-item payments for city operations, including (among others) ORD-25-412 (Alcon Mechanical, plumbing/heating/cooling services, up to $35,000), ORD-25-413 (Safety Line LLC, police uniform and related supplies, up to $50,000), ORD-25-414 (Sedgwick, services for 2026 not to exceed $48,960), and ORD-25-415 (Kirila Contractors, payment not to exceed $42,405). Several measures were advanced after Councilman Mike Ray moved to suspend the rules; those suspensions carried and the ordinances were placed before the council and passed by recorded vote in each instance (typically recorded as "yeas, 7; nays, none").
The council also approved ORD-25-418 to purchase software for OpenGov enterprise via Sourcewell contract #060624-VTO (cost not to exceed $215,590) and ORD-25-419 to approve the EPA-related license application required by House Bill #152 for water distribution systems (licensing cost not to exceed $48,394.76).
ORD-25-420, a consulting agreement to study an alternate water-rate structure with R20 Consulting, was amended on the floor to reduce the amount from $65,000 to $45,000; the amendment carried (yeas 7) and the amended ordinance was approved. Council approved additional project increases and contract actions, including funding adjustments for city parks rehab and roadway projects and approvals to solicit a Nucor storage building (ORD-25-421).
On second reading, an amendment to the master salary ordinance (ORD-25-381) was amended (changing the designation to "classified") but failed on final vote (yeas 2, nays 5). Several capital and roadway amendments on second reading passed, including ORD-25-385 (Madison Ave. project funding increase to $222,100) and ORD-25-387 (Boardman and Walnut improvements increased to $2,950,000).

Council used emergency suspension votes repeatedly so several measures could take immediate effect if six affirmative votes were achieved; motions to suspend were consistently moved by Councilman Mike Ray.
