Board to authorize interim MOU so Marine Education Center programming can continue

Staff presented a proposal to partner with STEM Alliance to expand programming at the Marine Education Center and asked the Board to authorize an interim memorandum of understanding (MOU) with LMC to maintain operations and allow payments while a longer contract is negotiated.
"They will incorporate some of their programs in, but it is still a marine education center," the presenter said, noting the village would retain ownership and STEM Alliance would manage or provide programming under an MOU. Staff said the MOU would cover the summer and be followed by a negotiated contract that would begin June 1.
Trustees pressed for clarity on the MOU’s financial numbers and legal language. Staff said the MOU would be prorated for March–May to allow payments that had been part of prior budgeting and that the longer contract terms and any capital improvements would be negotiated and returned to the Board. Staff emphasized the MOU’s purpose was to preserve status quo funding so programming could continue while contract negotiations proceeded.
The Board indicated support for authorizing an interim MOU and asked staff to tighten up specific language and confirm the historical payment amounts in writing before final approval.
