Board considers contracting catch-basin cleaning to increase coverage

Dennis explained the village sought bids to supplement Public Works’ catch-basin inspection and cleaning program. Because Public Works’ vacuum truck has limitations and is currently out of service, the village sought an outside contractor to help meet a target of roughly 300 catch-basin visits per year.
"We did put out a request for bids," Dennis said. "We did meet with the lowest responsible and qualified bidder, which was Cook. They answered all of our questions."
Dennis explained the contractor would document each visit on a worksheet submitted to Public Works as part of the village’s MS4 stormwater program; contractors would perform pre-storm and post-storm work, respond to resident complaints and clear blockages, and coordinate debris disposal with Public Works. Trustees asked whether the work could be done in-house if the village purchased a larger truck and hired more staff; Dennis said that was possible but the cost trade-offs would have to be evaluated.
Board members also pressed staff on GIS tracking. Dennis said the village has made progress on a GIS system to map drainage outfalls and catch basins, but the rollout stalled when the contractor left; staff expect to have a working mock-up in a couple of months and said the GIS could include last-cleaned dates and scheduling notes.
The board indicated support for authorizing a contract with Cook and for integrating contractor records into the village’s MS4 reporting and planned GIS.
