Council awards $1.39 million street contract and approves 50/50 Valley Drive agreement with Special Road District

The Richmond City Council authorized the City Administrator to execute agreements with Emery Sapp & Sons, Inc. to perform the City’s 2026 Street Reconstruction & Overlay Project, with a total project cost including recommended alternates not to exceed $1,393,821.00.
City Administrator Tonya Willim reported that the project includes milling and overlays, full-depth patching and full-base reconstruction on streets affected by prior utility work, noting specific base reconstruction on S. Camden Street and S. Second Street. Emery Sapp & Sons submitted the lowest responsive bid with a base bid of $773,283.00 and competitive unit pricing (milling at $1.80 per square yard and asphalt at $79.00 per ton). The council approved the award by roll-call vote, 8-0.
Separately, the council considered Bill No. 26-07, a cooperative agreement with the Special Road District for work on Valley Drive. Valley Drive’s total cost for the project segment is $85,674.00; under the agreement, the City will pay 50% ($42,837.00) and the Special Road District will pay the remaining $42,837.00. The ordinance was read twice by title and approved, 8-0. The Maurice Roberts Park parking-lot alternate (Alternate 4) for $25,423.00 will be funded through the Parks Fund.
The council’s actions commit the city to the awarded contract subject to execution of final agreements and confirm the Valley Drive cost-sharing arrangement with the Special Road District.
