Larchmont trustees adopt amended FY2026-27 tentative budget; levy increase trimmed to 2.11%

The Village Board of Trustees on April 27 adopted the tentative FY2026-27 budget after a public hearing and administrator-led presentation of amendments that reshuffled several revenue and expense lines.
Administrator Katzen told the board the packet and resolution online reflected nine amendment items. Key changes include shifting $150,000 of road-paving costs from the taxpayer-supported general fund to the parking fund and applying another $150,000 of parking-fund balance to the village’s share of intersection improvements tied to a Westchester County Complete Streets grant. Staffing allocations were adjusted to more accurately reflect the water fund’s share of shared salaries, several operational expense lines were corrected for calculation errors, and employee-benefit figures were updated.
Katzen said the previously proposed water-rate increase will not be included in the adopted amendment and the board will revisit that discussion next month. The board also revised the proposed property tax levy downward by $20,000, reducing the proposed increase from 2.23% to 2.11% (the NYS tax cap was cited as 2.26%).
Resident Michael Godfried praised the effort to harmonize competing interests and specifically commended moving parking-fund revenue to pay for paving projects. Trustee Post and the finance committee were credited for their work on reallocations and deeper analysis of revenue/expense items.
After the public hearing the board voted to adopt the tentative amended budget; trustees said they will continue work on water-rate policy and other pending items as needed.
