Pat said seal coating ‘‘will slow that aging process down’’ and cited a budgetary estimate in the discussion of roughly $30,000–$35,000 per mile for seal coating, noting per‑mile costs fall when the county does longer runs.
The committee discussed grant opportunities that could change the calculus. Pat described the Surface Transportation Program (STP) application as an ‘‘80% federal, 20% local’’ program and said an award — not guaranteed — could significantly reduce local share for reconstruction if received; he also referenced smaller LRIP grants that could be applied to portions of projects. Pat warned STP award notices typically arrive in late fall and that the county would need to be prepared to act if awarded.
Members debated contingency planning and whether the county should build a reserve to handle unexpected overages; Pat said a contingency fund would help avoid repeated budget shortfalls. The committee did not take a final vote on a 2027 program of work but directed staff to return in August with draft budget and project options for the committee and finance staff to review.
Pat also discussed operational items and upcoming maintenance activity: county seal‑coating work with Portage County is scheduled to begin Monday, mowing operations started June 15, painting crews are active, and equipment orders (including a midsize chassis due at the end of August) are in process. He cautioned that carbide blades remain costly but said current stocks should carry the county through winter.
