Cheryl (speaker 11) told the council that the city's ARPA allocation of $1,060,192 is essentially committed. She said the Oak Springs well repair — including construction, engineering and the new well house — is under contract and the package of work and purchases currently totals about $800,000. "That is all under contract," Cheryl said, adding the city has already purchased a remote system for the water tank and will buy a generator for the new well house and a portable generator for 8th Street.
Cheryl also explained a plan to install new water meters at Richmond/Georgia Estates to produce more accurate sewer-billing data and reduce the city's payments to the county that are based on estimated usage. She said those meter purchases will make billing more precise and could reduce county sewer charges where sprinkling or non-sewer uses are inflating billed volumes.
On water exploration, Cheryl recommended using remaining ARC project funds (about $287,535) to continue surveying and analysis rather than repeating prior work. "Let's not reinvent or pay money that we already spent," she said, urging council direction to communicate with prior surveyors and refine next steps.
Cheryl said the city's next ARPA reporting deadline is April 2025 and that purchases made before Dec. 31 will fulfill obligation requirements. She recommended staff return contract copies and purchase records at the April 2025 report to the state.
