The four bullets in the letter package requested that the conference committee: maintain a $160 per-pupil minimum aid figure; retain the foundation budget review commission in the Senate budget; fund special-education circuit-breaker reimbursement at a higher level; and fully fund universal free school meals so every student has access to nutritious meals regardless of family income.
The measure was introduced by a committee member who said the idea arose from meetings of area school committee chairs and that several neighboring districts planned to sign on. Committee members discussed the mechanics of circuit-breaker reimbursements and noted that circuit-breaker funding typically reimburses a portion of out-of-district special-education tuition and transportation costs; one committee member estimated recent local reimbursements around 75 percent for tuition but noted transportation reimbursement often lags.
Earlier in the meeting the chair recused themself from deliberations on this item because of a potential conflict related to the chair's legislative-aide role; the recusal was announced before the discussion. After debate and brief clarifying questions the committee moved to accept the joint letter; the vote was recorded as 4 yes, 0 no, 1 abstain.
The vote directs the chair and staff to finalize and transmit the letter to the budget conference committee before the state budget is finalized later this month. Committee members said the joint outreach aims to present a unified local voice to influence pending budget negotiations.
