The Foxborough Select Board on June 23 approved five strategic goals meant to guide town priorities and the town manager’s performance over the next year.
Town Manager presented the draft goals, emphasizing a renewed focus on communication and transparency that includes a crisis communications plan and expanded Fox alerts. The goals also call for “long‑term financial sustainability,” closer review of town fees and legal expenditures, completion and adoption of a townwide strategic plan with fall adoption targeted, and an emphasis on redevelopment projects including the state hospital site.
Board members discussed whether to add an explicit policy stance on data centers after one member noted the Schneider property’s substantial power capacity could make it attractive to such developers. Chair said Chris Gallagher reported the town lacks the water capacity to support a large data center and that the item will be brought forward at the fall town meeting so the board can decide a formal position.
On workforce issues, the board flagged that the Personnel Wage Board is currently short of members and lacks quorum, which hampers its ability to act; members asked staff to evaluate whether the Wage Board’s charge and composition remain appropriate. Town Manager said updates to HR policies, a comprehensive employee benefits guide and a planned HR office restructuring are part of the workforce‑excellence goal.
The board approved the goals as amended by a voice vote with no opposition. The motion to adopt the goals was moved by a Select Board member and seconded by the Town Manager.
