Massachusetts Gaming Commission schedules special July 22 session to consider racing transfer rules and sports-wagering application cleanup

The Massachusetts Gaming Commission on July 8 approved adding roughly 90 minutes to its July 22 agenda to address several regulatory and application housekeeping matters, including emergency transfer regulations (205 CMR 17) and a pending sports-wagering application withdrawal.
Chair George Maynard opened the virtual agenda-setting meeting and said the extra time is intended to accommodate several commissioners who will be absent in July while ensuring the commission can move through a small set of pressing items. "I was gonna see if we could possibly tag it onto agenda setting for the 22nd," Maynard said.
Staff and commissioners identified the items to be considered: emergency transfer regulations under 205 CMR 17 and a transfer application, Raynham's request to withdraw a sports-wagering application, a Caesars-related item and a change-of-address request. A member of the legal staff listed the regulation by number and the transfer application: "So there'll be emergency transfer regulations, 205 CMR 17, a transfer application," the staff member said.
Commissioners said they would receive briefings in advance. Maynard and staff agreed the sports-wagering application changes are largely cleanup from three years ago rather than substantive policy changes; a staff member summarized the intent as updating application language and expected the item could be processed quickly. "I think we could probably get through that in 15 minutes if we did it on the 22nd," one staff member said.
The commission also discussed scheduling other business: adding a 25-minute PlayWell quarterly update to the Aug. 13 agenda, and reserving 30 minutes on Aug. 27 for a final presentation of a NORC study on youth gambling, with commissioners to receive the final report and a research snapshot in advance.
The additional July 22 slot and the related agenda adjustments were placed on the commission calendar; staff said they would coordinate briefing materials for commissioners ahead of the meeting. The agenda-setting session concluded with a motion to adjourn, which carried unanimously.
