Powhatan County officials used the May 14 joint workshop to press for a local-option 1% sales-tax tool to help pay for school construction and critical repairs.
County presenters said a 2023 study identified just under $79 million in critical school repairs. Presenters told the boards that a local 1% sales-tax option implemented in Powhatan would yield about $50 million over 10 years — covering more than half of identified needs if applied to the county’s 10-year CIP. Presenters also noted that a sales-tax option captures some nonresident visitor spending and can diversify reliance on residential property tax.
Board members and a state lawmaker (S10) asked whether Powhatan’s proximity to Richmond and the pattern of residents shopping outside the county could blunt the revenue potential. Presenters replied that the bill’s local-option design lets each locality choose and that captured visitor revenue could help offset retail leakage; they emphasized that the measure is optional for voters.
No referendum or ordinance was proposed at the workshop; presenters asked the board to consider advocacy and to weigh the policy in future local deliberations.
