Powhatan superintendent warns LCI swings force teacher cuts and facility delays

At the Powhatan County joint legislative workshop, Dr. Teigen, identified in the meeting as the superintendent, outlined the county’s K–12 funding concerns and urged state action to stabilize aid.

Dr. Teigen explained that the local composite index (LCI) — a formula using property values, income and sales data — measures a locality’s capacity to fund education and that modest changes in the LCI can produce significant reductions in state aid. He said prior declines in state contributions forced the county and schools to backfill with local revenue, producing deep cuts: "the county schools had to make some deep cuts in their budgets, including a loss of 15 teachers and central office staff," he said.

He argued for full funding of the Standards of Quality (SOQs) and recommended measures such as smoothing LCI changes over multiple years so local planning is less volatile. Dr. Teigen also noted demographic shifts (declining birth rates and changing enrollment) and the need to retain and fund staff for new high-tech programs demanded by local employers.

A state lawmaker (S9) acknowledged the problem and described recent rebenchmarking proposals in the governor’s budget and differing House and Senate proposals; S9 said the House and Senate had proposed materially different additional funding levels for rebenchmarking and that unresolved items — such as a potential data-center tax exemption — complicate the outlook.

Officials agreed to provide LCI trend data and historical state funding figures to the lawmaker and to boards for follow-up analysis.
