Froid council approves HB 355 sewer spot repairs, adopts pay resolution

Froid — The Froid Town Council on Dec. 9 approved an estimate to perform sewer spot repairs using funds awarded under HB 355 and adopted Resolution No. 2024‑5, which sets salaries and wages for elected and appointed town officers and employees.
Mayor Sheri Crain called the meeting to order at 6:30 p.m. and noted Council Members Gale Strandlund, Laurie Young and Tyler Harris and Clerk LeAnn Johnson were present. Scott Westlund of Sheridan Electric urged town officials to warn local landowners to be cautious if approached about wind or solar project proposals or easement requests. Public Works Director Alan Engelke said oil activity north of Froid appears to be increasing and could begin affecting the area.
In the public‑works report, Engelke said he has handled several recent water turn‑on and shut‑off requests and that the lift‑station generator is running and putting hours on. He reported dismantling a large de‑humidifier in the town shop and asked whether anyone might have a use for it, said he has been sweeping streets and sidewalks, and noted that LED bulbs have been ordered for the town office and shop; Mayor Crain reminded council that the library still needs new bulbs installed. The mayor and council also raised concerns about vehicles left on Main Street that impede snow removal.
Deputy Russell Corbell of the Roosevelt County Sheriff’s Department told the council the town has been quiet and that three calls for service on the monthly summary did not result in arrests. Corbell and council members discussed a recent break‑in and theft at Ag Partners; the deputy said the investigation is ongoing. Corbell also noted sidewalks are obstructed in places by overgrowth and overhanging trees and suggested the town remind property owners to keep sidewalks and alleys clear.
On HB 355 sewer work, the council reviewed an estimate from Engelke to perform sewer spot repairs. Council members noted the estimate was lower than the amount awarded under HB 355 and agreed any leftover funds could be used to buy supplies for future repairs. Council Member Laurie Young moved to approve the estimate and to use any remaining funds to purchase supplies; Gale Strandlund seconded and the motion carried. A contract will be drawn up for the approved amount and submitted to comply with HB 355 requirements.
The council reviewed delinquent water, sewer and garbage accounts and agreed to distribute door hangers and mail letters to those listed. Mayor Crain read Resolution No. 2024‑5, setting pay for elected and appointed officers and town employees; Tyler Harris moved to approve the resolution as presented, Laurie Young seconded and the motion carried. Council also reviewed the December claims and, after discussion, voted to pay them following a motion by Laurie Young and a second from Gale Strandlund.
In other business, Westlund encouraged the council to ask Sheridan Electric about possible funding assistance for town projects. Mayor Crain said the community center has an ongoing need for a large backup generator so the facility can serve as an emergency gathering site, and she urged property owners to display house numbers. The town Christmas party is set for Saturday, Dec. 21 at the community center.
With no further business the council adjourned at 7:22 p.m.; the next regular meeting is scheduled for Jan. 13, 2025.
