Pocatello council approves Well 17 bid, multiple contracts and two ordinances; annexation passes with one dissent

The Pocatello City Council on July 2 approved a series of contracts and ordinances, including a $1.315 million bid award for Well Number 17, a transportation services contract for senior transit, abatement and manhole rehabilitation contracts, and two land-use ordinances.
Water superintendent Justin Armstrong summarized the Well 17 project as a rehabilitation of a previously used well to supply irrigation for Highland Golf Course and reduce demand on the culinary system. The council accepted staff's recommendation and awarded the project to Star Corporation for $1,315,000; councilmember Nichols moved the approval and the motion passed on roll call.
Council also approved task order 5a (amendment #1) to the on-call engineering services agreement with Keller Associates for construction services during Well 17 in the amount of $91,030. The council approved a contract with Safetec Inc. for environmental hazard abatement and interior demolition of 429 Washington Avenue for $89,500 (with change orders up to 10%), and accepted a sole-source bid from Advanced Lining LLC for the 2026 sanitary sewer manhole rehabilitation project for $108,275.13; staff said lining extends manhole life 10–20 years compared with full replacement.
Pocatello Regional Transit director Skyler Bibi said a four-year contract (07/01/2026–06/30/2030) with Eastern Idaho Community Action Partnership (ECAP) will continue door-to-door rides for seniors (age 60+)—about 12,000 trips annually—with funding paid annually on a per-boarding basis up to an indicated cap in the presentation. Councilmember Mangum moved to approve the transportation contract and the council voted to approve it.
The council adopted a resolution establishing an "America250" time capsule legacy project and thanked the ad hoc committee that organized the exhibit and dedication.
On land-use actions, the council read and passed Ordinance 15a, rezoning 6100 South 5th Avenue from Residential Commercial Professional to Light Industrial. The council also read and passed Ordinance 15b, annexing roughly 19.19 acres across from Century High School and zoning it Commercial General; Councilmember Paulson recorded a 'no' vote on the annexation and said he voted no on prior readings as well. The mayor declared the meeting adjourned.
