HR Director Shauna Halterman presented three standard quarterly items to the Sparks Civil Service Commission: a report on employee actions for March through May 2026, a recruitment-advertising summary for April through June 2026, and a candidate-testing report for several civil service classifications.
On recruitment, Halterman said the city posted seven police job advertisements, one fire posting, two community services postings and two postings for the Truckee Meadows Water Reclamation Facility; she noted emergency communications dispatcher and police officer positions remained open. When asked about reporting ranges, staff explained employee-action reports used March'026 as a cut-off because of payroll calendar timing while recruitment advertising was reported April through June.
On testing and eligibility lists, Halterman explained the civil service process: candidates who meet minimum qualifications are "invited to test," and counts shown in the packet reflect those invited to and who completed portions of testing. She said some classifications require multiple stages (for example, a physical and a written exam) and that "completed" can mean a candidate finished stage one while "passed" indicates finishing all stages. Halterman listed the positions with testing activity, including police officer recruit, police officer post, emergency communications dispatcher and supervisor, property evidence technician and supervisor, fire apparatus operator, crew supervisor, equipment mechanic and wastewater plant operator.
Commissioners asked whether retirements had been filled; Halterman described cycles of academies and recent graduations and explained the city fills positions as academies open and graduates enter service. She also told commissioners that some recruit lists are internal and that police agencies sometimes request basic verification about candidate status for hiring elsewhere; staff said confidential candidate details remain in the packet and are not released broadly.
The commission asked no substantive changes to staff recommendations and moved on to general business.
