Sparks Civil Service Commission approves re-employment requests, removes candidates and grants nepotism exception

The Sparks Civil Service Commission on June 8 unanimously approved several personnel motions affecting police and fire staffing and granted an exception to the commission's nepotism rule for a wastewater hire.
Commissioners approved a request to place a former employee, referenced in the packet as Stevie Besso, on the Police Office Assistant re-employment list under Civil Service Regulation 9, Section 4 after a commissioner moved the request and the motion was seconded and carried. The commission later approved a similar re-employment request for Michael Bartelheim under the same regulation.
The commission also moved to remove names from a firefighter recruit eligibility list under Civil Service Regulation 4, Section 13 for candidates who declined to proceed, failed background checks or otherwise became ineligible; a commissioner moved the action and it carried unanimously.
On a separate item, HR Director Shauna Halterman asked the commission to approve an exception to Civil Service Regulation 3, Section 2 (nepotism) to allow hiring a wastewater plant operator at the Truckee Meadows Water Reclamation Facility (TMWRF) whose brother is already employed there. Halterman said the two "would report to different supervisors and neither would be in a position of supervising, reviewing performance or giving work direction to the other." Commissioners asked whether the hire would be delayed by the quarterly meeting schedule and whether the nepotism regulation should be revised; Halterman said a special meeting could be called if timing required it and that internal rules would address future supervisory conflicts.
Finally, the commission conducted a seniority lot draw for five police recruits hired June 29, 2026 (Benjamin Bowers; Charles Brown; Cole Hamlin; Hector Jimenez; Austin Paulus) to establish seniority among recruits who started on the same date; a motion accepting the draw carried unanimously.
