Davis County approves CDBG interlocal agreements and $923,030 in subrecipient awards

Davis County commissioners on Tuesday approved a resolution to enter interlocal cooperation agreements with county cities so the county can requalify as a Community Development Block Grant (CDBG) entitlement community for federal fiscal years 2027–2029 and authorized a slate of 2026–2027 subrecipient agreements totaling $923,030.
The vote, taken after staff presentation, was 2–0 with Commissioner Lorene Kamalu excused. Bob Stevenson moved to approve Items 3 and 5 and John Crofts seconded; all present voted aye.
Ryan Steinbeigle, community services manager, presented the subrecipient package and listed the amounts for each agreement in order: $165,000; $180,000; $30,000; $50,000; $48,030; $200,000; $150,000; $37,500; $37,500; and $25,000 — a combined total of $923,030. Steinbeigle told the commission that requests exceeded available funds: "there were over $1 million in public services requests for a $235,000 budget, and over $2.5 million in infrastructure/housing requests for a $1.5 million budget." The minutes note the CDBG Committee conducted an exhaustive review of eligible programs.
Commission Chair John Crofts commended the committee’s review process, saying it was difficult to judge competing eligible programs. The approved subrecipient agreements include waterline replacement projects, housing stability programs, dental services, and behavioral health and homeless services delivered through local subrecipients and cities; the minutes list each agreement by the county’s agenda number and subrecipient name.
The interlocal cooperation agreements approved by Resolution #2026-23 will allow Davis County to be considered an entitlement community for the named federal fiscal years; the motion and accompanying approvals were recorded in the minutes. The county clerk’s office retains full documentation of each subrecipient agreement and the interlocal agreements on file in the Clerk’s Office.
Next steps: the agreements take effect on the dates listed in the agenda and are on file with the Davis County Clerk for record and implementation oversight.
