The Athens-Clarke County Commission on Jan. 6 voted to signal pursuit of a sixth year of TSPLOST (a special projects sales tax) and set a timetable to finalize the full project list by Jan. 20. The motion—moved by Commissioner Davenport and seconded by Commissioner Thornton—also specified inclusion of an intersection improvement/roundabout project at the five‑points intersection in Winterville as a candidate for the sixth-year funds.
Commissioners discussed the need for intergovernmental agreements (IGAs) with municipalities for projects outside county jurisdiction and whether the inclusion of Winterville’s roundabout would help partner cities proceed with their approvals. One commissioner noted including the Winterville project now would give the municipality more lead time to approve an IGA before the Jan. 20 deadline.
Public commenters and several commissioners urged the commission to prioritize Greenway projects in the TSPLOST list. Speakers representing Friends of the Greenway, Bike Athens and other community groups described trails as transportation, safety and health investments and asked commissioners to restore funding to the Greenway program if the sixth year proceeds.
Commissioner Davenport said staff and the commission will circulate the draft list to members and the public ahead of the Jan. 20 vote; the commission recorded a motion to proceed with the sixth year framework, which carried by voice vote.
