Grant council orders feasibility study to evaluate Indigo Trail North and Delwood Court North for 2027 street project

The Grant City Council voted to adopt Resolution 2026 on a staff recommendation to prepare an expanded feasibility report for Indigo Trail North and Delwood Court North, adding the two streets to the city’s planned 2027 street improvement project. Veronica (staff) told the council the preliminary estimate for the additional feasibility work is $15,000 and that the report will evaluate pavement rehabilitation alternatives, preliminary cost estimates and the parcels that could be assessed under Minnesota Statutes chapter 429.

Council members asked whether the streets had petitions from residents and how assessments would be calculated. A neighborhood champion told council they believe they have more than the 50% resident support required for an assessment petition but had not filed a formal petition; staff confirmed feasibility reporting is required whether the project is initiated by petition or by council. Council members discussed timing and potential savings from grouping multiple streets in a single feasibility study.

Council member Greg (speaker 14) moved to adopt the resolution; it was seconded and approved with affirmative votes. Staff said combining these streets with the current McKusick and Lofton work will create efficiencies in surveying, geotechnical work and cost estimating and will not obligate the council to order construction until public hearings and final designs are completed.

Next steps: staff will proceed with the feasibility work, return the report for council review and, if warranted, schedule public hearings before any final ordering of improvements.
