Public works committee reviews Groundworks testing, asphalt plans and Chance Beach restroom rehab

The committee also considered immediate local maintenance projects — a reissued flagpole solicitation and a completed crosswalk replacement — and a restroom rehabilitation project that includes exterior cameras and LTAC funding.
Chair and staff details Chair outlined the Groundworks plan, saying the company will bring specialized equipment from a California branch and that ‘‘it’ll take about a week to get it up here and schedule that,’’ with exact timing dependent on the other branch’s calendar. The Chair said the testing will generate a report staff will use to prepare an ITB for targeted asphalt repairs.
Staff said the Lake Sanders project manager was on vacation and is finalizing cost estimates; to limit traffic disruption staff proposed splitting the asphalt work into roughly six or seven shorter work days rather than two or three long closures.
Procurement and immediate maintenance Staff reported the flagpole at the city gates was struck and is inoperable; an initial bid was substantially higher than expected, so the city has reissued the solicitation and expects additional bidders, with bids due June 26. Staff also said the Point Brown crosswalk replacement is complete and the crossing signal is operational in front of a local go-kart business.
Chance Beach restroom rehabilitation Staff described the Chance Beach restroom rehabilitation as including new hand dryers, sinks and toilets where needed and selective repairs to preserve existing fixtures. The project also includes installation of exterior cameras mounted under north-side soffits; staff said police reviewed and approved the camera type and placement. The project was reported as LTAC-funded for $21,840.81 and bids are due June 26.
Committee members asked whether restaurants and facilities would be open during the season and whether the cameras would be inside restrooms; staff said the cameras ‘‘are just monitoring the outside’’ and would not be placed inside restrooms, and confirmed seasonal opening hours apply.
Next steps Staff said they will aim to provide a definite schedule for the Groundworks testing by next week, after confirming the California branch’s availability. The Chair set the committee’s next meeting for July 27, 2026, at 1 p.m. at the Ocean Shores Library Meeting Room.
