Clearfield City Council voted unanimously to authorize a franchise agreement with Connex Networks LLC that grants the company nonexclusive rights to use city rights-of-way to offer internet service.
City presenter Amy summarized the agreement, saying the franchise "allows them to use our rights of way" and that it follows the Telecommunications Act of 1996 while ensuring the company will comply with city ordinances governing the right-of-way (the city’s ROW code).
