VDOT tells Caroline supervisors of bridge completions, SmartScale intersection projects and resurfacing schedule

Walter Burke, the Fredericksburg residency engineer for the Virginia Department of Transportation, briefed the Caroline County Board of Supervisors on local transportation projects and maintenance on June 23.
Burke reported the Route 207 northbound bridge over the Mattaponi River is undergoing superstructure replacement with substructure rehabilitation; construction began July 2025 and crews expect to complete the work next week. He said the I‑95 bridge over CSX is advertised for construction bids in late July and described several SmartScale‑funded intersection improvements — including US‑301/Chase Street and Route 1/Page Road — with design expected to begin in 2027 and construction later.
Two bridge replacements (Edge Hill/Route 632 over the Madaponi and County Line Church/Route 603 over Temple’s Mill Stream) will require detours of roughly 12 miles and are tentatively scheduled for early to mid‑2028 starts. Burke also outlined maintenance operations: state force and contractor patching, tree trimming, ditch evaluation and a resurfacing program covering about 136 lane miles this season across varying treatments (plant‑mix, latex cape seal, surface treatment).
Supervisors pressed for project prioritization and local coordination, citing specific roads (Sparta Road, Antioch Road, New Baltimore Road, Route 30/301 intersection) and asked staff to work with VDOT on scheduling, school‑bus routing and traffic‑control plans. Burke said VDOT crews will coordinate with schools, fire and law enforcement for closures and promised to follow up on missing roadway entries from the resurfacing list.
What’s next: VDOT will follow up with supervisors on scheduling and missing routes, and staff will bring more detailed timelines and outreach plans.
