The vote concluded a brief review of transfers that had been circulated by email and included a July 6 batch, which Chair called a set of mostly year‑end salary adjustments and a separate $80,000 transfer posted that morning. "So the primary purpose of our finance committee meeting today is to vote to approve the town manager and finance department requests for fiscal year year‑end reserve fund transfers," the Chair said during the meeting.
Committee members questioned the source of the shortfalls. A committee member asked whether salary increases were investigated, and the finance staff member who answered said many of the larger salary transfers were due to collective‑bargaining agreements. "From my understanding, a lot of it was due to collective bargaining agreements," the staff member said, adding that the Fire contract was ratified after the '26 budget was built, producing a larger obligation.
The clerk and staff also explained how the town determines whether to move money between departmental lines or to draw on the finance reserve. The staff member said veterans benefits have historically been taken from the finance reserve and that the $1,000 for police salaries was taken from the reserve because there was a surplus in that account. Staff agreed to follow up on whether the town's group insurance plan is experience‑rated after a committee member raised the question.
A committee member moved to approve the transfers as outlined and the motion was seconded. By roll call the motion passed unanimously with the following yes votes recorded in the transcript: David Abel; Elaine; Don; Ed; Peter; Tony; Richard; Craig. The Chair confirmed the motion passed unanimously.
The committee then approved minutes for the May 11 and June 11 meetings by unanimous roll call and adjourned.
