The motion, offered by Councilor Steve Studniski and seconded by Councilor Sabrina Weber, followed a presentation by Laura Ostlie-Bollig and Nathan Fiest, who answered council questions about Bollig’s recommendation to move the project forward. Concerns were raised during discussion that the sewer project may not be the city’s highest priority.
The council voted 3–2 to adopt Resolution 26-01 and sign Task Order #7. Acting Mayor Joyce Gvesrude and Councilor Kevin House voted No; Councilors Weber, Studniski and Jeff Bloom voted Yes. The motion carried, allowing city staff and Bollig to proceed with steps needed to make the project eligible for PFA consideration.
The resolution and task order authorize engineering and certification work; they do not themselves appropriate PFA funds or obligate the city to accept a PFA award. Council members who opposed the motion said other local projects warranted higher priority, while supporters said moving the certification work forward was necessary to access a significant potential funding source.
