The chair (role: Chair) told the board he will press the EDC for a structured agreement if the county continues funding at the same level, including "quarterly reporting to the commissioners" and an "annual summary report presented in person by the director," language he said he planned to use when he meets with the EDC executive board. Several commissioners expressed support for a results-based approach—documented visits to businesses, partnerships, and measurable outreach—rather than continuing an indefinite percentage allocation without measurable deliverables.
County staff and Nate (S6) explained that some funding streams have been affected by state changes to gas-tax distributions and that community crossings and other federal/state programs have seen reductions; Nate told the board he is assembling inspection and project data to help prioritize bridge and road work. A sewer district representative (S12) said Adams County is number two on an SRF project list and that the county had requested about $9,200,000 in SRF funding for candidate areas; that SRF opportunity and loan/grant mixes factored into commissioners' caution about reducing the ceded allocation prematurely.
Next steps: Commissioners asked staff and the EDC to provide more concrete data on the EDC’s activities and financial needs (including whether reduced stipends would impede services) and asked the sewer district and Nate to provide numbers to inform any decision about reducing the regional sewer district allocation. The board planned to place the item back on the agenda in August to make a more informed decision.
