The Algoma City Council voted to revise its public-comment language to permit members of the public to speak about items on or off the agenda, to limit comments to five minutes, and to require sign-up either before or at the start of meetings.
The motion, made and seconded during lengthy debate, followed testimony that restricting public comment to non-agenda items had reduced residents’ opportunities to speak before votes. Proponents said allowing comments on agenda items would let residents raise concerns and provide immediate input before council action; opponents cautioned about turning comment periods into mini-hearings and suggested procedural safeguards — such as sign-up sheets and time limits — to prevent extended exchanges.
Council members discussed trial durations for the policy (three months to a year) and ultimately agreed to implement the change with a revisit window so the body can assess feasibility and impact. The clerk will add sign-up procedures and consistent language across council and committee agendas.
Council recorded the motion on a roll call; the majority approved the change with one recorded no vote. The council asked staff to draft the exact wording and to return with the revised agenda language for publication.
