Green Township approves Yellow Frame Road work, EverGreen Park RFPs and joins Sussex‑Warren energy cooperative

At its Sept. 15 meeting the Green Township Committee approved several infrastructure and procurement measures, including a contract award for Yellow Frame Road work, RFPs for EverGreen Park improvements, and participation in a regional residential electricity aggregation.
The committee approved Resolution 2025-144 to use Morris County Cooperative pricing contracts for Yellow Frame Road work. The township engineer recommended awards to: Tilcon New York, Inc. (milling and paving) not to exceed $153,998.75; Dan Swayze & Son, Inc. (traffic striping) not to exceed $3,862.75; Road Safety Systems, LLC (guide rail) not to exceed $47,842.50; and Campbell Foundry Company (drainage inlet accessories) not to exceed $578.00. The motion was made by Margaret "Peg" Phillips and seconded by James DeYoung and passed on roll call.
The committee also approved the bills list (Res. 2025-145) and authorized two RFPs for EverGreen Park: one for milling, paving and drainage improvements to the parking and entrance road (Res. 2025-147) and another to replace and extend the walking path (Res. 2025-148). Bids for both RFPs were scheduled to be opened Oct. 2 (walking path at 10:00 a.m.; mill/pave/drainage at 11:00 a.m.). Township Clerk Mark Zschack reported that DPW will assist with traffic control during park work and that staff had researched replacement materials for the park's wood guard rail.
On energy procurement the committee acknowledged the Sussex-Warren Area Energy Cooperative's award to Constellation NewEnergy, Inc. for residential electricity supply. The cooperative received bids Aug. 20; Constellation is the lowest responsible bidder at $0.14740 per kilowatt-hour for the Standard Program (minimum RPS renewable mix) and $0.14962 per kilowatt-hour for the Green Program (100% renewable) for a 12‑month term effective Dec. 1, 2025, through Nov. 30, 2026. The Township of Green approved participation in the SWAEC master supplier agreement; the vote passed with DeYoung, Phillips and Mayor Raffay voting yes and Bader Qarmout voting no.
Mayor Raffay noted that EverGreen Park has seen increased use and that residents frequently comment on how much they enjoy the facility, though she asked staff to address a covered "No Pets" sign and a mismatched pavilion guard rail. The committee also discussed local road and drainage matters reported by the clerk, including DOT agreement to remove dangerous trees along Sutton Road (trees are outside township right-of-way) and solicitation of quotes to repair a damaged stone wall at Pequest and Sutton Roads. The clerk reported Princeton Hydro has finished most fieldwork for the Lake Tranquility drainage study but DPW must clear about 13 inlets and allow inspection on private property.
The committee entered executive session at 7:24 p.m. to discuss potential affordable-housing litigation and returned to open session at 7:30 p.m.; no action was taken in closed session. The meeting adjourned at 7:31 p.m.
