Green Township Committee authorizes $275,000 for EverGreen Park upgrades

The Green Township Committee on Sept. 3 approved using $275,000 from the township Open Space Fund to make near-term repairs and upgrades at EverGreen Park, including parking-lot drainage work, mill-and-pave resurfacing at the entrance and parking areas, and a new property-line fence.
The expenditure, approved unanimously as Resolution 2025-141, follows estimates the township compiled that put the cost at $50,000 for parking-lot drainage, $168,000 to mill and pave the entrance and parking, $32,000 for a property-line fence and a 10 percent contingency of $25,000, for a total of $275,000. The Committee listed spending priorities in that order.
Why it matters: EverGreen Park serves as a frequent site for township events and recreational use; the Committee said the work is intended to improve safety and long-term maintenance while preserving open-space assets. The Committee also agreed to bring a referendum next year to limit how much may be withdrawn annually from the Open Space Trust Fund.
Committee members and staff discussed budgeting and project details. Margaret "Peg" Phillips recommended issuing an RFP for a wood guide rail so its cost could be budgeted separately; the meeting record notes the township would fund new lighting from the general budget rather than from Open Space funds. The clerk and attorney read the amended resolution into the record before the vote.
A resident raised the condition of park walkways during the second public comment period. Josephine Fracasso said the walking path at EverGreen Park is "in terrible condition." Township Clerk Mark Zschack responded that the township has received a grant to redo and extend the walking path and that staff is preparing an RFP.
Next steps: The resolution authorizes use of the stated Open Space fund balance and sets the work priorities. The Committee will proceed with procurement steps (RFPs and vendor selection) and earlier budget and project documents indicate the CFO and appropriate departments will manage contracts and scheduling. The Committee noted the plan to place a referendum on next year’s ballot that would limit the annual amount withdrawable from the Open Space Trust Fund.
The Committee adjourned at 8:06 p.m.; its next meeting is scheduled for Sept. 15, 2025, at 7:00 p.m.
